Villain: Vampires (the ancient enemy of the Time Lords)
Interested Time Lords; Your TARDIS, vortex manipulator, alternate transport, ect...has landed you in the middle of Victorian London and won't let you leave.
All the usual laws of time are broken, multiple lives can be there at the same time, time war lock, all of it--gone--but that isn't the worst of it.
The nights are unnaturally long, the people scared to leave their homes, humans are disappearing, and someone is hunting Time Lords with a double-bladed knife.
Any ideas for making this more detailed? Post them!

And now for my contribution... I like the Palladium games take on Vampires for Doctor Who. The "true" Vampire is an inimical alien intelligence from another universe, resembling a sack of eyes and fanged tentacles some ten to twenty meters across. It creates progeny by infecting victims with some of its own blood, which rewrites them into psychically-bound extensions of the Vampire. The early progeny are heavily mutated, but the later generations (the ones converted by the progeny instead of directly by the vampire) can pass for human.
Alternately, a number of pre-Stoker traditions about vampires held that they were ghosts that fed on the "life force" of their victims, who were usually family members. At first. So, imagine the London fog. Now, imagine that it's inhabited by creatures of living smoke that feed on the "life force" (or psychic energy, or time, or youth) of their prey...
Ooooh, spooky! Me likes! I was drawing on the Vampires from E-Space, which seem to fit that description, and the ones from the audio series. Those were always the most terrifying vampires in the series for me. The thought of the fog sucking your life force though...damn that's good! We are going to have to go out in the fog at some point to stop the coven...so how do you fight fog? *senses an in-character oh crap moment*
