Physical Description: Owen Harper is a tall pale man with short brown hair and dark eyes. He tends to wear leather jacket and dark casual clothing when he is off duty (or on a mission), sometimes he is seen wearing a white shirt with a brown jacket, when he is on duty in the med bay/lab he wears an off white doctor’s scrub. When he is on missions he is armed normally with a large Torchwood issued gun that he favors over other weapons.
Personality: Owen Harper is a self-proclaimed seducer. He is prone to going to bars and finding women. He is also a very snarky man, also very sarcastic at times; however he is very serious about his job. Owen is also very obnoxious at times and has an arrogant attitude about his work and just himself in general. However towards the end of his second life he becomes a bit nicer, especially with Toshiko, and focuses his effort on saving people. He also becomes a bit more philosophical at times.
History: Owen’s history before Torchwood: He was born February 14th, 1980 in London. He never had a good relationship with his parents and when he turns sixteen he packs up and leaves his childhood home behind. He then goes to school to become a doctor and succeeds, he falls in love with and becomes engaged to Katie Russell. Unfortunately, and unknown to them, Katie is infected by a parasite that is lodged in her brain. Both believe she has a degenerative neurological condition that causes her memory loss and headaches.
Owen meets Captain Jack Harkness over Katie’s body when the alien strikes and kills all the medical personnel after they cut into her head for a surgery to save her life. Jack explains what happened to Owen after dealing with the alien, and then he leaves. Owen then tells others what had really happened, he was labeled as grieving and stripped of his job due to mental imbalance. Jack reappears and offers him a job with Torchwood Three as the medical officer. Owen reluctantly accepts.
Owen’s life working at Torchwood: Early on in his life at Torchwood Owen had a casual intimate relationship with Torchwood operative Suzie Costello. His life begins to revolve around casual intimate relationships with various women; he is not shy to use alien technology to pursue these. He is even seen using alien cologne to form one of these relationships.
Owen is partially responsible for Gwen’s recruitment into Torchwood when he orders pizza to be delivered to Torchwood using the name Torchwood. His relationship with her escalates into an affair when he seduces her using the fact she can’t tell her husband (at that time fiancé) Rhys about Torchwood to his advantage.
One of Owen’s jobs with Torchwood is testing alien objects. When Gwen brings back an object called a quantum transducer Owen tests it and sees a man named Ed Morgan murder Lizzie Lewis under a bridge in 1963. He takes it upon himself to personally seek justice for Lizzie going so far as to threaten her killer in present day and even held him at knife point. When Gwen steps in Owen resolves to let the man go only for Ed to impale himself on the knife in guilty desperation.
In 2007 traveling pilot Diane Holmes and her companions John Ellis and Emma-Louise Cowell fall through the Rift. Owen and Diane form a close relationship, despite the fact Owen only intended it to be a causal relationship like he had formed with the other women. It is the closest Owen has felt to any woman since the death of his fiancée Katie. Owen has his heart broken when Diane chooses to fly back into the Rift despite the danger of not knowing what would happen.
In 2008 Owen and the rest of the team turn on Jack and release Abbadon into the world by opening the Rift. Owen actually goes so far as to actually shoot Jack despite not knowing that Jack is immortal.
Owen is part of the team sent on a wild goose chase into the Himalayas by the Master during the Year that Never Was.
Owen helps Jack defeat John Hart by crafting a serum of Torchwood member’s DNA to confuse the bomb that John Hart had the team find.
Owen’s First Death: Owen is shot and killed by Aaron Copley outside of the factory that makes the Reset pill. During his autopsy, which is given by UNIT officer Martha Jones, Jack uses a second Resurrection Gauntlet to bring him back, for what they believed would be two minutes, in order to say good bye to his friends and so Jack can gain the access codes to the morgue. Something goes terribly wrong and Owen is brought to a state of living death. During this state it is discovered that he can control Weevils and he dubs himself the King of the Weevils.
At first Owen is not pleased and sort of rebels against the thought of living. However soon he becomes a bit more philosophical and begins to use his state to help others. He also forms a closer relationship to Toshiko if not a bit shaky at first. He is seen saving a woman from committing suicide by telling her the story of his life after dying. He tells her about how he was finally allowed on a mission by Jack and how he was able to break into the building of Henry Parker. He shows her the device removed from the house after his failed attempt at saving the man’s life. The device, called The Pulse, plays beautiful music and after he showed it to her the women decides to live.
Owen’s Final Death: Several weeks after his original death Owen is tasked with going into a nuclear plant to stop it from melting down and destroying Cardiff when Jack’s brother Gray attacked the city. During this mission he is trapped in the nuclear plant and asks Toshiko to help him, unknown to him she is dying from a gunshot wound in the Hub. When it is clear that the plant is going to melt down Owen set it so all the waste will drain into the plant itself instead of the city. He sees an open door and runs for it, however the door closes before he can reach it sealing him into the room and condemning him to death. At first he is angry and denies he will die, however when Toshiko tells him that he is breaking her heart he calms and his last words to her is “It’s all right.” Then just as his communications go out signaling his death we hear him say “Oh God.”
Addition Medical Information: Owen in his post death stage has several medical conditions. He can’t heal, he can eat and drink but can’t taste the food or digest it, and he has to exercise to fight off riguor mortis. He also can’t sleep or breathe, and his blood does not flow.

He eyes a few women but for once he is there just for the beer. Well for now anyway, you never know maybe a hot woman would walk in and that would change. It had not been a good mission, they had lost the victim and the culprit had gotten away. He slams a fist on the counter causing a loud thud that made the entire room turn to stare. He casually flicks the room off telling them just what they could do with those stares and returns to his reminiscing.
It was all Jack’s fault, cause it couldn’t be his fault, why had he left the group alone. Had he been there everything would have worked smoother. Now the culprit was loose, probably planning another murder, and Owen is forced to pick up ends meet. “Bartender! Where’s my next beer?” He looks over only to find himself staring down the barrel of a gun. His eyes travel up to the hand holding that gun and then up the arm to the face that belongs to the hand holding that gun. He gulps and back tracks. “What do you want?” His tone is sharp and smug, not at all frightened. He is never frightened.
“Watch your tone boy.” The alien, and a very ugly alien at that for it is covered in scales and green and so obviously male, shouts at him. “You are in no place to be smug to me, now give me the codes.”
“What codes? Do I look like I have codes on me at the moment?” His tone dips into sarcasm as he speaks, all the while his had reaches to his side for his small hand gun.
The Alien hisses, yes it hisses, at him and threateningly twitches the gun. “Watch that tone!”
BAM The alien had made a mistake. It had approached the Owen Harper at the bar and interrupted his drink. “Bartender I still want that drink, and maybe you should have this body removed.” He would finish his drink then report this; after all he is off duty and wants that drink
