Physical Description: The 4th watcher is a regular built, Caucasian, middle aged looking time-lord with blue eyes and glasses.Personality:This re-incarnation of The Watcher acts a bit "silly" at times but will quickly switch from that to serious when necessary. The timewar took him by surprise and by the time he had left the planet Galifrey he was wondering if he should turn back, Obviously he didn't. Lastly, he has a policy of no regrets.
History:
As a child on Gallifrey, at the age of eight, The Watcher was taken to the Untempered Schism, he vowed to spectate time and space. Nothing much happened in his life, he grew increasingly interested in a planet known as Orane, where a human group lived an after a while the planet was entering the stages of going supernova. The 2nd incarnation of The Watcher went an warned the ruling party of the planet, breaking the most important law of the time-lords: No interfering in the events of time. The time-lords came a decision and he was forced into regeneration becoming his 3rd incarnation. This incarnation was more of a helpful person and did many things for the time-lords and even ran for presidency at one point. Losing by 100 voters, he was eventually regenerated in a work accident when a building set on fire. He managed to rescue the person inside but at the cost of his 3rd regeneration. At the age of 650 (during his 4th regeneration) the time-war had just began he saw many of the people he knew die. He couldn't take what was happening and decided to leave. Just like that. It would be no easy task though, all TARDIS's had been put on lock-down unless needed for the war. He knew the Dalek's grew closer to the capital and that when all hell broke loose he could waltz in and take his TARDIS.
When he finally got into his TARDIS he set a course for somewhere he could keep a low profile during the war, a small planet called earth, every so often he may go on a little flight around the universe but earth still has a special place in his hearts....

The Watcher did what he could do best, watch. He was told to stay put while two more experienced Dalek slayers did the dirty work. He watches as they destroyed it's eye-stalk and attacked it from all directions. Although they couldn't have seen the other Dalek coming from behind, The Watcher did, he found a small weapon and fired directly at the Dalek blinding it. "Thanks, new guy!" one said. The Watcher began to think about how arrogant they were. They won't last long out here if they're not careful. All the "experienced" Dalek killers were always the same. Little did they know that the watcher wasn't going to save them in time.
[5 minutes later]
Fzzzzzzzzzzzt! It was such a loud sound it gave The Watcher a fright. Then again it happened, Fzzzzzzzzzzzt!
The sounds were so loud that The Watcher didn't even notice that the pros were both dead until a small time after when the Dalek which had done the dirty work was gone. The Dalek had kept firing at the pros so they couldn't regenerate, The Watcher ran back to the city and informed the time lords about what had just happened. He was sick of all this violence and war. He wasn't prepared to stand for it. He was going to leave,
