Physical Description:
1st incarnation: The Inspector’s first body stands at 5’9. With no hair and steel grey eyes. He is tall, thin and wizened with age appearing to be at least above 50 in Earth years. While a member of the guard He wore the standard uniform of a red tunic, trousers and helmet along with a white cape (he hated the cape). When he taught at the Academy it was standard Gallifreyan robes and when he was wondering the universe he constantly changed clothes to suit the time period.
2nd incarnation: A lot younger by comparison, the second Inspector stands at 5’6 with short dark brown hair and blue eyes. He his just a tad more defined in the muscle department but not obviously so. His age in human years looks to be over 20 but only just. This incarnation wears a brown Bugatti coat the ends just before the knee, simple suit shirts, moleskin trousers, dark shoes and a block colour tie of either green, red, blue, yellow, pink or silver.
Personality:
1st: The Inspector was originally an authoritative, calm, collected and quick witted figure. He was impeccably neat (his time in the guard was testament for that). But those who thought he followed rules were mistaken. Rules in his opinion were there to be broken, in his teaching days he actively encouraged his students to question everything they were told and to brake a few of the smaller rules. He was at one point a captain of a ship during the time war, this allowed him to show off is tactical prowess. He was a man of deadly seriousness when confronted with an important task.
2nd: The Second is radically different to his former self. While he maintains that keen quick wit it is less obvious. He his far more vocal than he used to be and often goes on rants. He is still getting use to the fact that he is now an old man in a young man's body. He is far more open to throwing the whole rule book out of the window as opposed to the first page, possibly to make up for his lack of freedom during his time on Gallifrey. He likes to fiddle with things as well from pens to phones to radios, he is always tinkering at something. This incarnation is also rather musical, being apt at the violin, piano and ukulele.
A few distinct characteristics are present from regeneration to regeneration. His search for the truth, his wit and his disregard for rules and conformity.
History:
Born on Gallifrey, The Inspector spent his childhood living on a farm outside the city of Arcadia. He entered the chancellery guard to please his farther and rose up the ranks, his inquisitive nature and wit a driving force for him. However, due to a case handled poorly by one of his subordinates he was 'retired' from active service and took up a teaching position.
But like those before him, he found Time Lord society stifling. He couldn't teach the way he wanted to teach. There was so much to do out there in the universe, so much to see, hear, investigate and learn. Finally having had enough the Inspector borrowed a type 43 TARDIS and flew away. Washing his hands of the whole Planet. dureing his travels he spent much of his time in the milky way, teaching where he could and learning an awful lot than he ever did at the Acadamy. He had a particular fondness for a little Planet know as Sol 3, or Earth as its in dominate species called it. their capacity for great kindness and great hatred fascinated him, not many races were so diverse.
However, just a few years after his travels in time and space, he was called back to Gallifrey and forced to take part in the last great Time War. He was made captain of a battle TARDIS and took part in many campaigns. He was sent to investigate rumours of Dalek genetic experimentation, he was there when the Emperor took the crucible and there when his crew and ship were consumed by the army of mean-whiles and never weres. The war changed him. he saw horrendous things and committed in his eyes atrocities. When he heard word of the Doctor and his plan, The Inspector was glad, he didn't care if he lived or died. He just wanted the war to stop. The Time Lords had changed for the worst in his opinion even some of his old students regressed in hatefilled soldiers. Just like the enemy, Which meant the war was unjust and pointless.
But when the moment came, when he expected to burn and die... all he saw was a bright light, and then green grass. He found himself standing on a grassy hill top on a sunny day in A small village called Harpole with his TARDIS next to him, charred but alive. Now the Inspector has a personal mission: To not only find the truth of what happen at the end of the last great Time War but to discover why he was spared what ever fate befell Gallifrey.

They were hopelessly out gunned at the time, and the Could have been King was something fierce. He let the Inspector live in order for him to see first his crew die and then the battle TARDIS Rip itself in two.
He had had enough. Just all this bloodshed and misery was enough to drive a sane man to the edge. But he could runaway, he couldn't just get up and leave like some of the others. That would solve nothing, He had to see this through and the end, thank Omega, was at hand. He had heard of the Doctor's plan and was half tempted to go and help him but the old man seemed to have it sorted. So instead The Inspector sat outside the ruins of the library, waiting for the end.
But it did not come. What came was a blinding light and an image of a woman.
