Hello, my name is The Cutthroat, I am a Time Lord, I like long walks on the beach and seeing stuff explode spectacularly.
Seriously though, The Cutthroat is a Time Lord who left his planet because he felt he needed to create attention to himself, he does that by causing chaos.
He is mainly a villain, but under the right circumstances he might have to try and save someone once in a while. You never know. Miracles can happen.
