Physical Description: Medium height, short black hair, brown eyes, some stubble. Wears either a black or grey suit, or a black trench coat with a shirt, tie and trousers. Always wears expensive shoes.
Personality: The Criminal isn’t really insane or mad, though he can sometimes come across as a psychopath. But he knows what he’s doing, most of the time, and has a sense of restraint. He’s never afraid to remove anything or anyone that stands in his way, through any means necessary, unless there’s an important reason to let them live a while longer. He has a cold and calculating mind which will consider every option he could take before deciding on either the best one, or the most destructive one. It’s hard to get on his good side, but if you do, he will be slightly friendlier towards you. Slightly.
History: When the Criminal looked into the Untempered Schism as a child, he wanted to run away. But he was kept on Gallifrey, and had a normal childhood, attending the academy and passing with acceptable marks. He didn’t immediately take a TARDIS and so remained on Gallifrey for a while, but he disappeared. Known to few, he was secretly establishing his own criminal network, which involved placing spies in the High Council and other important groups, and supplying weapons to those who requested it, among other illegal activities. Eventually this was discovered by the other Time Lords, and the Criminal finally took a TARDIS and left his home planet, carrying out crimes on any planets he landed on throughout his travels.
When the Time War started, the Criminal was brought back to Gallifrey and given a choice: either fight for the Time Lords, or be punished for his crimes. The Criminal saw both options as a punishment, so he saw a latter. He and other associates of his were put on a prison ship to be transported to an unknown location, which was a nearby planet occupied by the Daleks. It was attacked before the prisoners could be dumped on the planet, and fell through space until it crashed on Earth. The Criminal was the only survivor. He had never been to Earth before, but he eventually gathered that if he said he was an alien, the people would think he was mad or conduct tests on him. So the Criminal spent time learning about Earth, and when he knew enough, he decided to set up a new criminal network there. Inspired by the novels of Sir Arthur Conan Doyle, he took on the alias of Moriarty, thinking that Sherlock Holmes’ greatest nemesis was the greatest criminal ever imagined. Over the years he dabbled in all types of crime, but especially that of selling alien weapons he salvaged. Though he makes good use of his time on the human planet, he is still waiting for a TARDIS to land and take him back home, where he can recover what might still be left of his crime network and combine it with his current one. Also, because humans can just be so boring sometimes.
