Physical Description:
Romana I – Dark eyed, and dark haired, this incarnation of Romana had a pleasant face, a lovely smile, and a gaze that seemed far wiser than that of most Time Ladies her age. Being fresh out of the Academy, this Romana carried herself with a typical Time Lord pride, and had the naive intelligence and sense of immortality that most youth had. For the average Time Lord, this sense of immortality is permitted, but most Time Lords aren't traveling with the Doctor.
Romana II - Blond-haired, blue-eyed, and shorter in stature than her first regeneration, for her second regeneration, Romana chose to wear the face and form of someone that she and the Doctor met, during their search for the Key to Time, the Lady Astra. While she said that this change was done out of pure vanity, the real reason behind it was to bury the Imperatrix Primature inside her mind again, after being tortured by the servant of the Black Guardian. This version of Romana was older and wiser, after what she'd been through, and the face she chose was also someone that she'd seen as strong, to a point.
Romana III - Thinner, and again dark-eyed, this version of Romana is from some time in the future of her timeline. She has existed as a Matrix projection, and as a reality, however, when exactly she comes into existence is unknown, what with the way that the time lines flux. Already, she has been created and written out. The only certainty, is that she will exist again. This version of Romana might also seem cool and callous, but that is only because she is what her lives have made her to be.
Personality:
History:
The heir of several affluent Time Lord Houses, most notably Heartshavan, Romana's youth was spent playing with a pair of friends, hunting for creatures with all the enthusiasms of a young child, and swimming in the lake near her Home. As she became of age, she forgot these friends since they were put into the Oubliette of Eternity at some point, and went to study at the Prydon Academy. When there, she was given the nickname 'The Ice Queen' because her focus lay on her study and grades, rather than making friends and being personable. At one point, she even told one of her tutors, Braxiatel, that she was contemplating failing exams on purpose, to try and make friends. It was at the Academy, that she also made her first contact with the mind of the long-dead Time Lady, Pandora, who named Romana as her Imperatrix. Fortunately, Pandora's influence over Romana's young mind was eased, when Brax got one of his future selves to place her under a very strong hypnotic suggestion, that she would forget anything that might be able to trigger Pandora's influence over her.
She was placed on the Doctor's TARDIS by the Black Guardian, and asked to help him in his quest to find the six segments of the Key to Time. This quest was successful, and the Key of Time was placed together, however the Doctor realized that all was not what it seemed, and rather than handing it over, separated it again, and scattered the segments back out through space. It was in this moment, that unknown to everyone at the time, the Princess Astra ceased to be the sixth segment of the Key to Time, and Romana became it, instead. It was also not long after this, that she regenerated for the first time.
Around this time, the TARDIS also slipped through into a dimension called E-Space, and when she separated from the Doctor, she chose to remain in E-Space, breaking the Time Lords cardinal rule, of non-interference, to work with the people there. On her return to 'real' space, she became a member of the High Council, then eventually fulfilled her political ambitions, to become President of Gallifrey.
She then survived 20 years as a prisoner of the Daleks, and was almost a shell of herself when she escaped their grasp.
As new temporal powers began to emerge, Romana's presidence was tried time and again, first by the threats of and organization known as Free Time, who were quite possibly under the directions of Inquisitor Darkel even then, as she wanted to seize the Presidency for herself. After she opened the Academy to alien students, a follower of the Free Time movement tried to plant a virus into Gallifrey's water systems. This was unsuccessful.
Pandora also escaped from her partition of the Matrix, and then made herself reborn through a copy of Romana's first incarnation, which she took over. Calling herself Imperatrix, Pandora met Romana with a Civil War, in a bid to take over. The Civil was was won, but a lot of damage was done, including the release of the virus that the Free Time agent had tried to release earlier.
Romana lost her Presidency to another, and was taken to the Axis, where she and several others hopped from alternate Gallifrey to alternate Gallifrey, seeking either a cure for the Dogma Virus, or another place to live. She and her friends found an alternate Gallifrey and settled down, but left after helping to repulse a Dalek invasion. They then ended up in a Matrix-constructed landscape, where Romana met a Matrix-animated construct of her future self.
The Daleks were trapped in the Matrix, the Dogma Virus was cured, and Romana resumed her place as President. For a while, there was peace.
Romana regenerated on a space ship, in order to stop it from melting down, and causing a black hole, however this regeneration was subsequently undone by Brax, so it hasn't yet happened. The only thing that is known about the third Romana, is that she still happens, and she is ruthless in what she needs to be. Oh, and she has a tattoo on her ankle - the Seal of Rassilon.
After failing to stop the ship from melting down, even though the damage from that was countered, Romana stepped down as President, and appointed herself head of the CIA, instead, much to the current Head's indignation.
And the rest, is yet to be written.
Addition Medical Information:

"With all due respect, Lady Romana, this is a war." The words from the man in her doorway sounded like a cold accusation.
"You come into my office, you talk to me in that tone, I don't think you know the first thing about respect, Lord Hastorf."
Calm, Romana, calm. Don't give him what he wants.
She took a deep, steadying breath, as she stood up behind her desk, and me the gaze of her unwanted intruder, unflinching in the face of his glare. It wouldn't do for her to risk loosing her cool, especially now, with half of the High Council in tatters, and those that remained looking in every corner for a scapegoat. This was far from the first time that someone had tried to use her, for their own gains but if she weren't careful then it might well be the last.
"I know more about it than you."
The words of a frightened man, coiled like an injured bandsnake, ready to strike.
"Well, you could have..."
"I think that..."
"You will be quiet, when I am talking." Finally, she raised her voice, and the man's eyes widened at the tone behind her words. "I've seen war before, Lord Hastorf, while my record show that you weren't even Loomed, when the civil war was being fought. Have you ever fought? Or taken a life? Held a planet's fate, in the palm of your hands? No? Well, until you have, do not presume to think that you know more than I do. Do not think that you would do my duties better than I."
Hastorf had fallen silent. It was a small victory, but right now, she would take any one of them that she could get.
